I first heard this quote in Blade Runner 2049 - it's K's Baseline test, the second part, as performed by Ryan Gosling - who actually rewrote this part of the movie's script, which Denis Villeneuve allowed to be worked into the final scenes - and I have always been caught by it. I'll spare you my muddled thoughts of the book, which I am frankly not equipped for.
