Commission requests should state their budget up front

Not to point to any particular user interaction but it feels bad to see somebody get hooked into doing a bunch of free labor with the expectation of a reasonable fee for it and then end up wasting their time and work. I think this should be a fairly strict forum rule.

Yes, artists can and probably should ask this for themselves but it's the kind of thing that discourages other artists when it happens more than once or twice in forum posts. Other sites that do a lot of forum-based contract or commission work have rules like this (somethingawful's trade forums e.g.)

I have been doing freelance work for nearly two decades.
It does not matter what a person promises in a public "commission request" on a forum
what matters what they agree to in the legal CONTRACT you SHOULD make with them BEFORE beginning any work.
Of course Renderhub should be removing obvious Scams phishing posts etc. but they should not be expected to
arbitrate freelance labor contract agreements that should be taking place privately between two parties.

I don't think it's very complicated or difficult to enforce, e.g. SomethingAwful bans people that engage somebody's work and then don't pay (and those forum accounts are paid for)
It doesn't get into arbitrating whether or how much somebody gets paid, it just discourages people stiffing artists. This is their rule:
" If you are making a thread requesting submissions for a logo/design/artwork, you must pick a winner/design and pay for it. Failure to do so will result in the banning or permabanning of your account, depending on the amount of work that went in to the submissions."

Right.
"Something Awful" is charging a fee
for the right to participate in their freelance exchange community/Market so they are in effect a vested third party agent in the transactions that take place there
thus it is reasonable to expect more strict monitoring of the transactions on the site as part of their business model
Participation in the Renderhub forum is free
and they have very little incentive to get heavily involved in vetting buyers of freelance services beyond the obvious aforementioned scams/spammers etc

As @Anabran mentioned, RenderHub is not in a position to act as an intermediary in private negotiations between community members.
The "3D Projects" section of the forum is intended solely as a space for people to connect and discuss potential collaborations. We encourage everyone to use contracts, request deposits, and take necessary precautions to protect themselves from scams.
With that said, if we become aware of a user engaging in fraudulent activity, their account will be terminated. Additionally, we remove obvious phishing attempts as soon as they are reported, and ban those accounts.

I required either a deposit upfront of the whole fee, depending on the price for any commissions, personal or commercial. Larger commissions with high fees were a 50% deposit and a signed contract. I would not even start a commission until the above conditions were met.
