How is this store selling Fortnite IP Characters?

Like characters and architecture models too. Guess it's for fanart. But it's not like these vendors own the rights to sell. Hence the IP restricted.

Likely copium.. seller is selling their work, the effort it took to make the model, plus risks should the licensees not hold.

As a reminder, on the RenderHub website, a newly uploaded product is by default under an Extended Use License (IP Restricted). After validation by an administrator, it is transferred to an Extended Use License, unless, for example, it references a brand, which is the case with my McDonald's outfits that I uploaded under an Extended Use License.
This is the explanation Foxy3D gave me when I reported that the IP Restricted license was still present on this product.

I would imagine it's like any other website where individuals can upload stuff. The uploader puts themself at risk if they don't have permission. And the IP owner can file a DMCA takedown and/or sue the infringer.
It looks like RenderHub is pretty clear about this in their TOU:
