On the download page, there is currently no indication (at least from what I can see) to inform a customer about what has been updated after the notification icon signals that an update has occurred. Perhaps adding a "Last Updated" date or displaying a distinctive icon next to the updated product could help.
On another note, but still related, I just noticed the icon in the top right corner indicating a pending download or update. I am not sure which. The icon lacks a label (such as an HTML title) and simply directs me to the download page, where I see multiple items. This ties back to the original issue. I cannot discern why the icon appeared or what specifically was updated.

I've always thought of these icons 
as shortcuts to messaging, notifications, and downloads. The number displayed next to them indicates the number of new notifications or messages since we last read the page.

On the download page, there is an indication that shows if a product has been updated, with the date of the update.
I think you may be misunderstanding the new button at the top of the page. It's simply a download quick-link button, similar to the submit button. It's not a notification icon signaling a new download is available. That's why we have it separated from the other interactive notification icons. I apologize for the confusion.

Sun, Jun 29I think you're right, I confused the new icon and made me think I had a new update. given it showed up all the sudden at the time of writing.
