I wanted to ask about how much we can change the runway scene structurally, as the rules seem to talk about composition and lighting mainly
- Are we allowed to change the crowd? E.g. where the crowd is either behind or to the side of the model
- Are we allowed to change the size and shape of the runway and backdrop?

That shouldn't be any problem at all. As long as you're using the provided runway scene as a base starting point.
