Would it be an exclusion criterion to use the same image not only in this competition but also in other contests?

I feel that it might based on this rule in the contest:
"Originality
Entries must be new original work specifically made for this contest and cannot be significantly based on the art of another artist."
To answer how many entries you can submit; as many as you want.
Someone's apparently entered in 20 before. I've entered in 11 in one contest.
