I was thinking about ICANN, which assigns IP addresses to web servers.
It's a bit simplistic to give an organization the power to grant a right without also giving it the power to sanction (i.e., revoke that right) in the event of illegal activity.
In short, anyone who observes pirate activity on a website should be able to report it to ICANN, which, after investigation, would take the appropriate action, namely removing the server's IP address from all DNS servers. It should also mean no longer assigning IP addresses to the creators of illegal websites.

The countries that will scream the loudest, are of course, the ones that ignore the pirating are get bribes from the pirates for looking the other way.

The site in question, by giving points to those who post links to pirated products, encourages the commission of a crime. For me, the real culprits are:
*) those who upload the product, who often ignore the risks they take: financial penalties and prison.
*) the platforms that centralize these links.
*) the file hosting sites that don't remove the links, and I'm thinking in particular of Google, to whom I reported several years ago, and the product is still online on Google Drive.

For nearly 15 years DAZ have been trying to shut down one pirate, but they can't touch him because of where he lives, and removing his uploads just got too costly for them.
Ooh and before anyone says anything, back then I was one of the people that reported pirated content to DAZ.

You can't completely blame hosting services for being slow to take down your illegally shared items. As this article shows, they're being flooded by mass AI infringement notices that are false. The one company 'Enforcity' is obviously sending out mass notices just to look like they're doing something when in fact, they aren't doing shit.
