....so I take it to meet the "original character" requirement the character must be modelled form scratch. correct?

Or, would an entry kit-bashed together from various existing assets also qualify?

I would assume kit-bashing is fine, since the rules say "The use of existing assets is allowed"

How exactly am I supposed to understand the rules? Do I have to create a completely new character? Basically, take the Genesis 9 base form and design every morph, skin, eyes, and everything else myself? Or can I use a pre-made character (even one composed of different shapes, including my own)? I think I understand correctly that cyborg parts from purchased assets can be added.

I hope I've explained myself clearly. I did read your answer right above mine, but I'm not sure how to interpret it.

Yes, you can "convert" an existing character. But you should modify it enough to be unique to satisfy the contest's originality requirements.
