With the new rules would a woman touching herself over a bikini bottom be ok for mature. No Genitals are shown, breasts also exposed. Where is the cutoff point?

Oh man-given the RH rules, that's almost a philosophical question
Unfortunately, I can't help you there, since ultimately (as I read somewhere) it's a matter of interpretation by the admins and/or the image recognition algorithm.
Why don't you just give it a try and see what happens? Or is it a promotional image for a product? In that case, trying it out really wouldn't be a good idea.

Thu, Aug 06Oh - I don't think you get banned for uploading pictures... unless you've already uploaded a whole lot of them
Regarding the 'Mature' rating itself: I came across a picture yesterday or the day before that probably skims by the 'Mature' rules by a hair's breadth and is therefore still online:

Apparently, it really is a matter of interpretation

The answer to your question would depend on the context of the image.
If a character is touching themself in a non-sexual manner, that would not be a problem. However, if the content is sexually explicit or created primarily for sexual arousal, that would be forbidden.
