With the new rules would a woman touching herself over a bikini bottom be ok for mature. No Genitals are shown, breasts also exposed. Where is the cutoff point?

Unfortunately, I can't help you there, since ultimately (as I read somewhere) it's a matter of interpretation by the admins and/or the image recognition algorithm.
Why don't you just give it a try and see what happens? Or is it a promotional image for a product? In that case, trying it out really wouldn't be a good idea.

The answer to your question would depend on the context of the image.
If a character is touching themself in a non-sexual manner, that would not be a problem. However, if the content is sexually explicit or created primarily for sexual arousal, that would be forbidden.
