For free products, a lot of people click the download button when they see it, so it gets added to their downloads.
But that doesn't mean they actually downloaded it yet. And many people don't even install the product right away (if ever).
That download number is far from the number of people that have actually tried the product out.
And then it's hard to get people that actually *do* try it out to take the time to leave a review.
I, myself, have a free product that shows 867 downloads, and only 17 reviews. That's about one out of 50.
Your two out of 74 is pretty good.
