The Buoy was a freebie from DAZ3D.
Apparently, it really does happen sometimes that buoys like these are torn from their moorings by a storm and drift around at sea until they wash ashore (where they are marveled at by beachgoers).

Its one of those great discovery kind of finds on a shoreline.
