It's Kennedy Hair by 3DUniverse. It's one of the hair they released with a character and clothing options by the same name.
It used to be available at the Daz store. But 3DU moved to Renderosity. Not sure if they have it posted there or not.

Luckily, I purchased that character set before it was removed. For the life of me I could not figure out what hair prop it was. I have way too many models and I have to put some time to organize them.
