This is Harry aka Big Bong. He was caught with a Bong in a night shop last night. He was hungry and wanted to get some snacks but forgot to leave his bong and stash at home. Coincidentally, an officer was there who had bought 20 boxes of donuts and smelled a suspicious odor on Harry. And Harry was already trying to hide the bong among the goods.
