Even if the title suggests otherwise, I interpret it as a serenade sung by an slightly drunken man to his (possibly not entirely convinced) wife. Just the view of a dreamer / optimist smile

lol, curlers in her hair, rolling pin in hand. She's p'd! He's still got his bottle of booze, singing loudly in the middle of the night, waking up the neighbors. I'm sure he's still prepared to carry on drinking but as soon as he tries to spread out his blanket that has been left outside for him, he'll pass out on the steps.
