I was playing around with tone mapping using the settings kindly posted by Grand-Guignol in a gallery post. Didn't get the same effect but got this instead. I did cheat a bit and dropped the image into Photoshop Elements to add a bit of grain to the image (and add the white boarder). I kinda like the blue hue that I ended up with.
