The figure is Omen of Futurity for Genesis 8.1 Female.
The hair is Streaming Hair for Genesis 3 Female.
The dress is the dForce Trumpet Dress for Genesis 3 and Genesis 8 Female.
I heavily modified the dress by removing a large portion of the bottom, and remapping the dress to make it easier to map the worn areas with an opacity map.
I also removed the sleeves and made separate d-force simulations with a wind node in Daz Studio, for the sleeves and dress.
That seemed to be the only way to get the sleeves and dress to look the way I wanted.

The ground was created by making a plane in Modo, subdividing it (sufficiently), and applying jitter to it, then relaxing the mesh to give it a smooth undulating look.
The grass was from a free Instanced Grass Kit for Daz Studio, from Mephoria.
A grass clump from the kit was imported into Modo, then using a replicator, scattered all over the ground.

The trees were free trees downloaded from Sketchfab.
The trees were then imported into Modo and were bent using a lattice to make them appear bent in the wind.
The building was also a free model from sketchfab.

The belt for the dress in simulation was just a thin torus, and then the dress (and character) was imported into modo where a curve sweep was used to create the belt.

When assembling and postworking the image, The grass, as a separate layer, was skewed to make it look like it was blown in the wind.

The dress materials consisted of a simple dirty cloth texture I got years ago, can't remember from where.
A gradient black layer added to the bottom of the Dress and sleeves
The transparency was made from worn/tattered black and white cloth images downloaded from various sites.
A displacement map was added at rendering to give the cloth a rippling effect.

The sleeves and dress were "clone brushed" together in postwork.
The main figure had elements removed and added to the tattered areas of the dress.
Postwork was done on the main figure to help it blend into the scene and fix errors, as well as blur effects to some areas of the dress to make it look whipped by the wind.
