There are those in the 4th Sector who talk about Ryu the way people used to talk about weather. Not with fear, exactly. With the particular resignation of someone who has learned that arguing with a fact of nature is a waste of breath.

Ryu doesn't threaten. Threats are for people who need the other party to understand what's coming. Ryu operates on the assumption that understanding is irrelevant.

Within the Kurotsura-gumi, he holds the rank of enforcer lieutenant — a title that understates his function. He is not a blunt instrument. Kuroda Tetsu does not keep blunt instruments close. Ryu is precise in the way a controlled demolition is precise: catastrophic at the point of contact, contained everywhere else. When Sato Hideo needs leverage applied, when Shizu's operational calculus requires a variable removed, Ryu is the mechanism that closes the equation.

He rarely speaks in meetings. When he does, it's short enough that people often replay it afterward, trying to decide if they missed something.

He is loyal to Kuroda in the way old structures are loyal to their foundations — not out of sentiment, but because the alternative is collapse. Whether that loyalty extends to anything else is a question no one in the syndicate has thought it wise to test.

The streets of the 4th Sector have a name for what he does. They call it quiet resolution. The kind where only one party walks away.
