Right-click the file and select "Extract All…" (Windows) or double-click it (Mac).
Extract the contents to a folder of your choice. Inside, you will find the White Pearl Carbon Fiber.spsm file.
Step 2: Importing into Substance Painter
Method A (Drag & Drop):
Open Substance Painter.
Drag the White Pearl Carbon Fiber.spsm file directly into your Assets/Shelf panel.
In the dialog window, set Import resource as to "smart-material".
Select your import destination (Current session, Project, or Library/Your Shelf) and click Import.
Method B (Manual Copy):

Paste it directly into your Substance Painter library folder (usually found under: Documents > Adobe Substance Painter > assets > smart-materials).
