How to create cartoon effect from picture?

Hi, I was wondering if someone knew how I can take a picture and create a cartoon effect in photoshop?

I know this person is doing digital drawings, but here are some examples of the sort of effect I would like to get. Thanx for any help you can give me!

There are probably lots of ways to do it, but actions are fairly easy to use. 

What Naughty said, but you could try Nik collection, too. It's free and there might be something you could use.

NIk is no longer free, but its still a great set. I have some actions that are nice, I have this one thats nice.
