Hi, I was wondering if someone knew how I can take a picture and create a cartoon effect in photoshop?

What Naughty said, but you could try Nik collection, too. It's free and there might be something you could use.

NIk is no longer free, but its still a great set. I have some actions that are nice, I have this one thats nice.
