Can I use ZBrush to model it from scratch and rendering in Cinema 4D?

Short answer is yes you can model from scratch, you can use anything you like and render with whatever engine you like (except ai).
However this is a render event so any modeling will not gain you anything more then audience exposure. Technical ability or modeling and design skill will make no difference at all to the final result. They say this is taken into account but in all honesty it makes no difference. Only the final render is what matters here so it will likely be won by a pre made daz product - even more likely if it is has an oriental style.
Don't just take my word... have a look yourself at my last entries as well as the comments. Then make a decision if you wish to invest the time to scratch build something.
I have a render to post, I will not be modeling anything after the last event, I've wasted to much time and effort on this site.

Yes, you can absolutely model your character from scratch in ZBrush and render in Cinema 4D.
There are no restrictions on 3D tools or workflow (aside from no AI-generated content). You can build your character from scratch or modify existing assets, as long as the final result is a clearly original character design.
