GLBA question about the gallery's SafeSite

Hey y'all,
I noticed that in the gallery, when i change the SafeSite to "Adult or Mature" the "Moderate and Strict" posts don't appear anymore.
It's supposed to work like that?

As far as I know, this is exactly how it is intended: you see what you have selected under SafeSite and the security level below it - for Adult this is then Adult and Mature.
