Horacio is one the most powerful underground Cuban warlords in LA and was the leader of the VATOS LOCOS gang since the age of 16. He is currently in solitary confinement after being on the Interpol most wanted list for 10 years. What no one knows is that he remains in confinement by choice since the director of the penitentiary is on his payroll. He has actually made his base of operations out of Cell Block D, which is completely empty save for Horacio.
