Need a exploding clothes effects for Daz
101Need an effect that works for all genesis 3/8/9 models and any clothing applied to it.

That's actually a funny request, for most users try to avoid explosions when dealing with dforce clothing items.
The thing would most likely be, to apply the wrong parameters to the dforce settings on purpose.

Tbh OP it's the sort of thing that you could maybe trial and error to an individual clothing item but would likely be impossible to do more generally....

It's an interesting idea - but (as you mentioned) it would always be limited to a single piece of clothing that has to be purchased separately. Instead of dForce, however, one or more morphs should be built into the garment. Then you could use your cutout map idea to generate the individual fragments.
