The heat's been bad here in PA too. Some companies make something called a "swamp cooler," which doesn't need to be vented outside like a traditional AC unit. I've got one from Black and Decker, it only takes water to work. Adding ice or ice packs will make it more efficient. It's not as good as a traditional AC unit, but if the heat is real bad and traditional units are unavailable for whatever reason it'll do a better job then nothing.
